1Executive Summary

The digital technology sector is facing a silent epidemic. While Generative AI (GenAI) has promised unprecedented levels of productivity, it has inadvertently introduced severe “Cognitive Burnout” among knowledge workers. The boundaries between human cognition and algorithmic processing are blurring, leading to a workforce trapped in a state of hyper-vigilance, displacement anxiety, and decision fatigue.

Current organizational governance is siloed: Human Resources manages wellbeing, while IT manages AI. This separation creates a dangerous blind spot. Organizations that fail to implement cognitive governance risk not just burnout, but systemic operational failure and increased security vulnerabilities.

This White Paper introduces “The Cognitive Firewall Protocol,” a unified governance framework. It proposes a cross-standard integration strategy that combines three international frameworks: two ISO standards and one IEEE recommended practice.

  • Guidance on psychological health and safety at work, within ISO 45001.
  • Artificial Intelligence Management Systems.

By treating the human mind as critical infrastructure, organizations can mitigate psychosocial risks, ensure sustainable innovation, and harden the “Human Operating System” against the pressures of the modern digital era.
