Unifying Cross-Border Mesh Resilience with Encapsulated Automated Telemetry

Modern distributed enterprises operating across multiple jurisdictions and carriers face a dual challenge: keeping cross-border infrastructure highly available and its data confidential, while maintaining internal Zero Trust visibility. This paper introduces the Cognitive SASE Architecture, an approach that converges Layer 2 Router-on-a-Stick (RoaS) segmentation, a Layer 3 peer-to-peer (P2P) encrypted mesh with Layer 2 encapsulation, and an encapsulated Security Information and Event Management (SIEM) pipeline.

By carrying telemetry entirely inside the encrypted mesh, the architecture keeps security data confidential in transit and off third-party infrastructure, while enabling automated, edge-based threat isolation. It also establishes the substrate required for future Agentic AI governance.
